It is easy for a simple business site for a .Net developer to begin WordPress developing easily. You can even start with minimum PHP skills. You can create several PHP files as templates and the main stylesheet to build a custom WordPress theme. The .Net Developers can be an expert for business site and development.

Is it easy?

1.  It is not sure about a large social network although it is easy for simple business. You can take a look at BuddyPress and see if it fits your requirement. It is difficult to customize than a regular site but many modifications would be in HTML and CSS.
